The New York Times is reporting that "Soldiers with criminal histories made up ... 11.7 percent of the Army recruits in 2006!"

"The sharpest increase was in waivers for serious misdemeanors, which make up the bulk of all the Army’s moral waivers. These include aggravated assault, burglary, robbery and vehicular homicide. The number of waivers for felony convictions also increased, to 11 percent of the 8,129 moral waivers granted in 2006, from 8 percent."
Are you surprised that Abu Ghraib happened? Are you surprised that US Soldiers are hunting down and killing Iraqi civilians? They take criminals, send to a foreign land, tell them anyone could be their enemy and give them guns!
I'm suspicious that in this case the US government is taking their cues from Fidel. In the late 1970's, America talked the talk to Cuba, saying that they would accept refugees from their regime. Castro responded, by loading criminals and lunatics onto boats and sending them to Miami. Their is one important difference here though -- whatever else he may be, Fidel is a gentlemen and he waited for an invitation.
The Iraqi people didn't invite anyone, let alone criminals.
